As a nation of starry-eyed optimists, we are always eager for easy answers. In the marketplace of ideas, the easiest answers, the ones that require no admission of guilt and no wrenching change, are the ones that win out. And so serious people, from the president on down, are arguing that what the United States needs most is a serious, concerted, expensive industrial policy. Worse still, it involves repeating the mistakes of the last decade in gussied-up language.
